Now Glasnost provide your a test suite to let your know if your ISP throttle your BT traffic. The full test takes about 7 minutes to simulate the BT traffic between you and their server. You can also check the results of other users from many ISPs all over the world. You can see that most ISPs in USA will limit the BT traffic.
Glasnost also gives your another tool to test your broadband link characteristics. (Be sure to install the JRE beforehand)
